A “rich answer” is any attempt by Google to answer the searcher’s query in search results in a way not requiring a click through to a website.
Rich answers come in many forms. They can be recipes, sports scores, stock graphs, calculators, sliders, text-based answers, numbered step-by-step directions, maps, and much more.

Its not really googles answer is drawn from a site with a very high standing with google regarding the topic

When you search for a term or ask a question, the Google search page displays a quick answer to your query besides the usual search results.
Basically, Google tries to provide “direct” answers to any query so that the user need not visit a particular website searching for the answer. Rich answers has below three types -
Answers Provided by Google
Featured Snippets
Basic Snippets
A lot of the times when you see these rich answer results in the SERPs, you see very high authority sites like Wikipedia.Note, when Google extracts a rich answer from a third party web site, they refer to this as a “featured snippet.”
