Keyword density is the measurement in percentage of the number of times a keyword appears compared to the total number of words on a page. Most webmasters are concerned with tweaking the keyword density for words they are trying to rank in search results. There are many opinions on what is the correct keyword density to use based on the formulas given above. The algorithm of Google is being updated and improved to leverage spammers so we really can't tell for sure if the keyword density your using is correcrt or not.

Well. just write meaningfully focusing on your readers and internet users, don't write for SEs :).

Keyword density is the number of times your keyword appears in the page divided by total no. of keywords on the page. You have to maintain a keyword density between 4-8% depending upon the competition for your keyword. Check the keyword density of your competitor sites and try to be slightly higher than that. This topic is very interesting, but what is the recommended keyword density? If there are sites that do not accept keywords density less than 3 % would that mean that a keyword density between 3% - 8% would be ideal?

That is very true, and if you have a high density it could be considered as spam as well. Search egine get even smarter and right keyword density is also variable to different market. Eg, USA market are different to UK or Canada market.
Having said so, you should creat different pages/sites target on specific market
