Just199 has offered attractive VPS deals starting at $15.95/mo.
That's cheap and want to try it.
Do you think that's wise?

I can recommend you checking utropicmedia.net managed hosting (http://utropicmedia.net/), vpsland.com, santrex.net.
You are intersting in cheap price, but that is not good idea at all.

I have seen nice VPS hosting solutions at webintellects.com web site.
Try and check their response time, also if they have a Live Chat service then get things cleared with them.

Isn't that amazing?

Consider VPS solutions and cloud Vps offer of the company called webhosting.uk.com..

Another great options for VPS is esds.co.in which uses the own indian DC.

As for VPS deals, I'd recommend you to have a look at VPS accounts from serverpoint, hostgator and aspnix companies.
These companies are well-known in the sphere of hosting service and pricing is quite acceptable for the web masters whose priorities are stability and reliability.
