Ofcourse you can but when you do transfer your domain to other. You need EPP code from your current web hosting provider.
Domain register usually would not refund. But when you register with next web hosting provider they will extend one more year when you transfer.

Yes you can. But there are some time frames when that is allowed. Moreover transferring to new registrar you will need to renew domain name.
Only Eurodns.com do not charge for transfers
