Free hosting options are great places to learn the basics of web hosting, but if you are serious about your website, you have to go for a paid hosting option as soon as possible. And even though its cheap, Shared hosting does not offer the best level of security, the next-best hosting option is VPS hosting. It can offer almost the same level of security of dedicated hosting, but at a cheaper price.

The migration is also dependent upon the resource needs of the users. If someone does not need a vps then there is no point subscribing to one and keeping resources lying idle.

VPS hosting is best when you have outgrown the shared environment and you need more resources and power to run your website. VPS hosting is better than shared hosting as it is the next step above shared, however it totally depends on the requirements of your website.
