Interesting read.. I believe if you are looking at designing websites on an ongoing basis you can acquire the required skill set, however if you are just gonna design your own website then you better leave it to the professionals.

If you know how to design the website then you should try it first. If you really want to invest on a good design, you can hire but you will carefully select the designer that you will hire.

Depends on how much time you have. It's normally best to hire a professional, but if you have the time to teach yourself then go for it. Just be sure to research what you want it to look like first.
