The Google Sandbox is an alleged filter placed on new websites. I think it is considered black hat campaign.

The Google Sandbox Effect is a theory used to explain why newly-registered domains or domains with frequent ownership changes rank poorly in Google Search Engine Results Pages (SERPS). In other words new websites are put into a “sandbox” or a holding area and have their search ratings on hold until they can prove worthy of ranking.

If Google shows your website in the results and your website recently dropped down in keyword rankings, than you are still indexed by Google and it is likely that you were placed in the Sandbox. New websites start out on the bottom with a zero page rank but with time the site can start ranking up.

According to the theory of the sandbox effect, links which may normally be weighted by Google's ranking algorithm, not least improving the position of a webpage in Google's index, may be subjected to filtering to prevent their having a full impact.

Google Sandbox is the google algorithms according to this rules google will not give newly registered domain. to show results pages on good keywords it will take 6 months time.

Hi there!

Sandbox or the holding area of a new website until they can prove worthy of ranking. Once Google analyze the website to be of quality and importance, the website will be removed from the Sandbox and can show up high in Google Search Engine Results Pages.

Hope it helps!
