Offshore WINDOWS hosting?

My new client does not want to use my USA-based server, and instead wants an offshore server (I don't know why - his sites do not seem to be illegal or illicit). He currently has a server in Panama, but it only runs Linux, and I need Windows for my work.

Does anyone know of such a service company? I can't easily find one using the hostsearch.com searching capabilities - I went through the standard list of countries (e.g. Switzerland, Barbados, Bermuda, Jersey, Cayman Island, etc.), but nothing came up.

Try doing a google search for 'bullet proof' hosting. Basically, it means they let you use their servers for spamming and keep your identity secret. A lot of them are in China.
