Sometimes it shows no data available in Google webmaster tool. You will get answer by clicking "Why Not?" in the bracket where they explained why this happened, it is very common. You can check your backlinks with alternative tool at the same, like bing webmaster tool, Moz's open site explorer.

First you have to build backlinks which are indexed by Google to appearing in webmaster tool.

Google webmaster tool don't show a backlink immediately. it take some time that a backlink shown in webmaster tool

If you added your website to Google Webmasters tool then it takes 3 or for days to show report of your website. If you created backlinks to your site then it definitely show backlinks.
