I've got something even worse for you. In my situation, setting that key to 0 does not work. When they try to install them, even if they're local admins, they get an 11b error. Only a few users can still install print drivers (with an up-to-date printer server), but they all have some level of access to the print servers itself. Also check all types of printers reviews at printerhow (https://printerhow.com).

I'm at a loss; Microsoft messed up big time. Uninstalling the latest security updates is the only actual solution we've found so far.
