May I know why you wish to host your server in Baltic States? Instead of searching servers in specific region I would rather suggest to determine the good, reliable managed hosting solutions offered by some of the reputable web hosting server provides in the Europe or UK such as eukhost's dedicated servers, as UK network across the globe is well popular. So if you're concerned about latency then I won't think it's a big concern.
