you can try ItCan.Net Monitor 1.03. it will monitor TCP, UDP and ICMP traffic.

That is a neat program. Unfortunately, I should have said that I need a server-side Linux application.

You can use iptables to monitor bandwidth on a specific IP. So you could put this customer in a specific dedicated IP and then use iptables to montior his/her total bandiwidth.
