    Keyword stuffing is nothing but re-usage of keywords beyond google guidelines. Without maintaining of Keyword density using lot more keywords in webpage just because to rank the website it is opposite of google guidelines and this technique called blackhat seo techniq. Its not allowed to do because Google will penalize the site and not allows to rank your website.
