    no need to submit that text file in webmaster. they grab that file from the website automatically and showing. Just click on "see live robots.txt file".

    1. Identify which directories and files on your web server you want to block from being crawled by the crawler
    2. Identify whether or not you need to specify additional instructions for a particular search engine bot beyond a generic set of crawling directives
    3. Use a text editor to create the robots.txt file and directives to block content
    4. Optional: Add a reference to your sitemap file (if you have one)
    5. Check for errors by validating your robots.txt file
    6. Upload the robots.txt file to the root directory of your site

    Either you can use the Google Webmaster Tool or do with the meta tag for robot txt.

    You can ask your web hosting provider to upload it under your control panel (root directory of the website) and webmaster will pick it automatically.

    If you have access then you can upload it from your end.

    Open the tester tool for your site, and scroll through the robots.txt code to locate the highlighted syntax warnings and logic errors. The number of syntax warnings and logic errors is shown immediately below the editor.
    Type in the URL of a page on your site in the text box at the bottom of the page.
    Select the user-agent you want to simulate in the dropdown list to the right of the text box.
    Click the TEST button to test access.
    Check to see if TEST button now reads ACCEPTED or BLOCKED to find out if the URL you entered is blocked from Google web crawlers.
    Edit the file on the page and retest as necessary. Note that changes made in the page are not saved to your site! See the next step.
    Copy your changes to your robots.txt file on your site. This tool does not make changes to the actual file on your site, it only tests against the copy hosted in the tool.

    No need to submit the Robots.txt file through webmaster. It should be added to the root folder of a website. you can use the live robots.txt file in webmaster tool.
