Yes, of course guest posting is safe and helpful technique in SEO if the user follows the rules or guidelines given in it. It is not the best option for building backlinks from it.

Yes, it is not only safe but also good for SEO only when we use quality and fresh content without making it too much promotional, with max 1-2 links.
