It all depends on your goal. Static Websites are faster to load and not as resource heavy as CMS's like WordPress. Both of them have their own uses which the other cannot replace.

    Hi

Wordpress has many templates and widgets available for customizing the look of the site and increased funtionaity. You theoretically can create and run a website without knowing any HTML, CSS, Javascript or PHP.
HTML Website:- It is client side front end scripting language. Using HTML you can create simple static website. If you have new content, want to edit existing content, or want to do anything interactive or engaging on the site, then you have to edit the HTML code of that respective page.

We've always used WordPress, its simple and easy to use, we also do all our Web Design and E-commerce on the WordPress CMS too.

Also the option to add many different plugins and themes makes it stand out from other CMS which is probably why most people choose WordPress.

If one has a pretty good experience in programming, then i suggest to go html based sites. That way you have your site work and look the way you want it to. If you dont have programming experience its better to use wordpress.

I will prefer WordPress sites rather than HTML and CSS type websites. WordPress is recommended for SEO.
