To improve Code to Text Ratio, I recommend you to try to increase the text/content on your site, and remove any unnecessary scripts, plugins, images to keep the size of your page under 300kb. About loading time, you can compress the css file by using tool.
You have to write min. 400-500 words content for each webpage.

The best way is to increase the amount of content on the webpage. You could also try to lighten up your html by removing unnecessary codes, like divs within divs for no purpose. Removing useless comments will also do. But for the most part you will have to increase the content.

Google and other SEs classify fast loading pages more valued and standout than slower ones, but they consider the factor of Code to Text ratio. So, one should keep this ratio between 25 to 75% but it’s not a really very hard and fast rule.
Regardless of your text/ HTML ratio, make sure to implement all these solutions if possible. Still, if you want a range you should fit in, a code to text ratio between 20% and 70% is generally considered good.
To improve the code text ratio, remove the unnecessary code form the website like unused JS code, CSS code and write the 500word or above for each page to describe the webpage is about.
