The average CTR in AdWords for all industries is 3.17% for searches and 0.46% for the display network.

Percentage that indicates how often users who see your ad end up clicking on it. Click Through rate (CTR) can be used to measure the performance of keywords and ads.
The CTR is calculated by dividing the number of clicks your ad receives between the number of times it is shown: clicks ÷ impressions = CTR

In the Google adwords and paid advertising can't be a specific percentage. It's depend on keywords relevancy, ad networks, location, etc... But we can show average percentage on ad potion because... each position depend at CTR or Cost.

Many time folk increase price of the ads for position without monitoring ads CTR and also will put new effort for CTR reason that your position is better but your conversion rate is very low due to quality score or relevancy.

Click-through rate (CTR) is the ratio of users who click on a specific link to the number of total users who view a page, email, or advertisement.
