I discourage the practice for the most part. There are more effective means of paid marketing. One exception would be purchasing listings in highly reputable directories such as Yahoo directory.

Buying links can be an expensive proposition. When buying a link the goal should be 2x: drive traffic and increase page/site authority.

Text link ads is probably the most notable link exchange, but there are several others. Article writing is a good strategy if you can other sites to syndicate. Otherwise you'll just keep getting links from the same article sites as opposed to other unique domains.

Google has officially announced already that if someone buy backlinks to just increase Page Rank or to use these links for spamming, not only these links will not be count for SEO purpose but he will be penalized by the Google.
