You more than probably are already familiar with the concept of link farming because even some websites are having certain links sections which may be like farms, simply containing tens of links pointing at tens of domains, all having different niches and business fields, and so the whole pages would be actually useless as there is no content to read and find and the links are artificially added to affect the websites ranks.

Yes it is. It is a very popular technique, despite that, it is definitely black hat. I personally am not a fan of reciprocal links either. A few of them won't do any harm, but a bunch or a whole farm, will only do you harm in every possible way. One way linking is the best and safest method.
