What I mean is this: I have a site whereby most of the content is not likely to change regularly. As part of my site I also want to set up a blog to keep the site up to date with news and progress etc. This I suppose should help me rank better in search engines as I will be generating a lot more new content.
My question is whether it would be better to have this blog on my own site or on blogspot (or some other site) so that I am regularly creating one way links to my own site?

I think internal blog is good. From this blog you can get directly traffic to your website and its helpful for increase your SERP.

Internal blog is a better option.
if you have a static website at least you can update your blog which make your blog cached frequently and this will help your other pages of the web site.

Internal blog is best option to update website as well to increase your internal links.
