Revenue is usually the ultimate goal of SEO, but there are leading sub-goals that help get you there. If you are a site that generates revenue based on ad sales, the goal of SEO is actually traffic, since that traffic is ultimately what helps build value to 3rd party advertisers. But even in this case, SEO is helping you generate revenue.
