I think that the best solution are :

1) Usa but it's not offshore but very fast
2) Panama is anonymouse and offshore, very fast ?
3) Singapore ?
4) Coast Rica ?
5) Hong Kong ?
6) Malesya ?
7) Taiwan

9) Virgin Island
10) China
11) Australia

I think the Usa is the best but not is very safe about my privacy. Oriental state are maybe slowly, likes China, Hong Kong, Singapore

I don't know Coast Rica and other offshore country how they works, if are fast etc..
