They are both very important. So many websites ignore on-page SEO and just work on building links. I believe it's better to make a site people will bookmark/return to than build links and get lots of visitors that do not return.

On-page is something you should spend time on getting right to begin with, and once you have done this focus on off-page on an on-going bases. You should still occassionally tweak your on-page content though by updating it regularly.

Don't concentrate on PR though, just think about the rankings in the search engines.

However firm your off-page optimization efforts are when the content you have is poor and any of those you have written is not worth another set of visits then, in all probability, all your seo efforts will just be in vain.
