HTML is client side and php is Server side .
So In my opinion HTML and and PHP both are best languages......

As per my experience, the best scripting language for creating a website is PHP, this language is very compatible for a designer and very easy to understand by the designer, this language is helpful for a website designer for creating a responsive and dynamic website.
