Even if there are many designing tools that are being mentioned out there these days, I would have to say that it is the Dreamweaver that could be the best still.

The finest designing tools as per my understanding are Dreamweaver and Photoshop. You need to be skilled prior to engaging in this activity. You need to understand the way of dealing with the same.

I am using Dreamweaver and bootstrap. Both are best tool for web design. If you are one of those designers who build a website on top of bootstrap, then this is for you. You will find the best implementations of framework.

I prefer Dreamweaver which is the best web editing tool, but if you want more editing tool also try these.
1) Notepad++.
2) Netbeans.
3) Sublime 2.0.
4) HTML- Kit

notepad++ is used for concatenation purpose because is inbuilt in your system. Dreamweaver and Photoshop is the best tool for webdesign.

All depends on your own skill level. For beginners MS Expressions is great, You have Dreamweaver as well. Just stay away from MS Frontpage. Me myself I use php Designer and photoshop. I code HTML though so I dont need the designer part.
