Web design involves the structure of the website including the information architecture (navigation schemes and naming conventions), the layout or the pages (wireframes or page schematics are created to show consistent placement of items including functional features), and the conceptual design with branding
All websites should begin with a clear strategy so that it is apparent what they are trying to achieve. The strategy then enables the design to fulfill defined goals.

depends what you want to do. dreameaver is pretty good but I prefer to use CMS packages. That way I stay dynamic with links and all updates go online straight away and i can do that anywhere in the world. I usually use Exponent cms. Below are the links to exponent and 2 websites I made with it.
This site contains an application to help web site and graphic designers, interior decorators etc. pick color schemes - combinations of colors that are pleasing to the eye.

For me Dreamweaver, Photoshop and TextPad is best web designing tools.
I am using Dreamweaver and Fireworks for better designing.
I use Visual Studio 2005 for html/asp.net development. I use Fireworks primarily for graphics development. For sites I design and host, I use Sitefinity for the CMS after I created the layout using Visual Studio.

For me, I am using Photoshop, dreamweaver and artisteer. The combination of these 3 tools works great for me.
If you are talking about static html pages I'm sure that dreamviewer will be more then enough. That is advanced tool.
