PHP is the best for the coding and Photo shop is best for the designing of the web site.If you know PHP then its OK.If you don't know then start from learning fro0m HTML then PHP will become easier for you.With Photo shop you can do any sorts of design.
I use mostly dreamweaver but some time i use notepad.
