You can reboot a VPS or dedicated server from your Webhost's Panel or the separate Control panel provided for them a the time of purchase.
You may also login to your service via SSH & use the reboot command to do the same.

If you use windows server and have remote access you can restart from start menu as local desktop system
for linux if you have root access via ssh and vnc then
You must login as root to reboot the system. Open the terminal application (or login to remote box using ssh client) and type any one of the following command to reboot the system immediately:
    # /sbin/reboot

    OR
    # /sbin/shutdown -r now

Our PC WatchdogTM timer products are designed to keep your computers/PC running continuously. Especially those that are unattended or in remote locations such as kiosks, servers, telcom, security, video surveillance, or medical systems. At some point, if you need to keep a computer running 24/7, it will eventually lockup or malfunction due to some of the following reasons:

The hardware will freeze (typically from a power glitch).
The OS will crash - AKA: The Blue Screen Of Death (BSOD)
A video or other device driver malfunctions
Your application program stops or crashes

Our products are designed to recognize this event and reset the computer, just the same as if the reset button was pushed. They can even reboot (reset) a PC without a reset button with our ATX Reset Adapter

Some benefits of adding an OS watchdog timer to your computer:

Prevent loss of sales due to locked up computer/PC.
Save costs of dispatching a tech to remote locations to reset/reboot frozen PC.
Improve the up-time of test, measurement and surveillance type systems.
Keep your customers happy with reduced downtime.

    Reboot from Account Center.

    1. Select the primary domain for your server using the Domains menu in the Account Center.
    2. Select Reboot Server from the Server Admin menu.
    3. Click on the Reboot Server button.
    4. Please allow up to 15 minutes for the reboot to complete.

A soft reboot uses the operating system’s reboot process so that applications are shut down gracefully. A hard reboot halts the instance and then restarts it, similar to turning a computer off and then on.

It's always recommended to shut down the server by using the command line. You can fire 'reboot', 'shut-down' or halt command to reboot your server.

When you will fire the command that time stop signal is given to the all processes and it takes 2 to 5 seconds to get the signal. If there is no issue the server will reboot, else it will provide the exception or error message.

One exception is using the reboot command with the -f option, this will skip executing init scripts and will reboot the system directly.

There is graphics interface too using which you can just one click to reboot the server.
