Xampp on vps?

Any idea if i can host my website on a windows vps and install xampp?
Will this work? Is it safe? How do i configure the DNS?

What you need is WIMP Stack (Windows Server, IIS, MySQL, PHP). XAMPP is not a good option for windows server. You should ONLY use XAMPP for testing purpose on your local host. There are many tutorials out there on how to install configure (including DNS) for WIMP. If you are not sure how to do this then my recommendation is better go with managed VPS or dedicated.

Usually we don't have to take the over head of installing and configuring DNS server. Most of the domain registrars will provide the option to manage the DNS records in their panel itself.
