    If you face any issue with migration then simply contact your hosting provider and ask them to migrate the hosting account for you, now a days all hosting provider help to resolve migration related issue. If your host don't provide you any help then simply its time for a change.

    If there is an existing website in the root directory, remove it. It may be another WordPress installation or it may be a static website.

    If it’s a WordPress website, make a backup as detailed above, and then delete all of the WordPress files in the root

    Well you can o all of that but wordpress has made it really convenient and taken all the hard work out of moving one website to another. There are plugin which will export your website database and change urls to images and resources for your dynamically. Duplicator and all in one migration plugin are tow such plugins on the wordpress repository. Just always make sure to back up your website before you do this process.
