VPN is more secure than Vlan as data is secure as it goes over internet whereas through vlans you can connect different computers that are not connected with same switch and in same broadcast domain.
VLAN is a subcategory of VPN and VPN is a means of creating a secured network for safe data transmission. A VLAN is basically a means to logically segregate networks without physically segregating them with various switches. A VPN is used to connect two points in a secured and encrypted tunnel.

A virtual private network (VPN) is useful when you wish to create a secure connection between a client and a private network, over the public Internet. For example, a VPN can connect your laptop back to a company network, or it can connect two company offices. Each IP packet to be sent through the VPN connection (often called a tunnel) is encrypted and encapsulated inside another IP packet. This outside IP packet uses the source and destination address of the two end-points of the VPN tunnel, which are usually different than the addresses of the inside IP packet. The encryption makes it more secure than a normal VLAN frame, and the IP addressing makes it more flexible to use across networks, but all this processing takes time, which would slow down internal traffic for which VLANs would suffice. (Encapsulation also reduces the maximum size of the payload, often referred to as "MTU size.")
A virtual LAN (VLAN) is useful when you wish to treat distinct streams of Ethernet traffic differently, without running separate cables. A familiar example might be sharing an office jack between a computer and an IP phone. Distinguishing traffic from payment card equipment (credit card readers) might be another. To make this distinction, the IEEE 802.1Q standard specifies adding an extra field to each Ethernet frame, including a 12-bit VLAN identifier, allowing over 4000 distinct virtual LANs (several values are reserved). Ethernet switches can then use these identifiers to treat traffic differently (for example, block, allow, or prioritize).
