Doorway Pages and SEO

Today Google is penalizing all those websites that are using doorway pages for SEO techniques. This is my opinion. Anyone who have optimized opinion, please share here ?

Doorway pages simply HTML pages that are customized to a few particular keywords or phrases, and Doorway pages are easy to identify in that they have been designed primarily for search engines, not for human beings.

They are bad for users because they can lead to multiple similar pages in user search results, where each result ends up taking the user to essentially the same destination. They can also lead users to intermediate pages that are not as useful as the final destination.
