Filters change the way data is collected in a Google Analytics view. They are used primarily to include or exclude data from a view but advanced uses include sophisticated search/replace operations, rewriting and formatting of data fields.

Where as Segments are a way to isolate a sub-set of your visitors (users) or visits (sessions) based on behavioural parameters such as geography, visit recency or conversion abandonment for instance.

Segment – For a segment, every visit is checked to see if it satisfies the conditions of the segment. For sessions that satisfy the condition, all rows are returned. For sessions that do not, no rows are returned.

Filter – For a filter all the rows for ALL visits are considered, then only the rows that satisfy the conditions of the filter will be returned.
