The best option to check that your website is penalized by Google or not is Google Analytics and Google Webmasters tool. If you see a drop in Google organic traffic during the dates that Google released an algorithmic change, then most probably your website get penalized.

In Google Webmaster tool: If you click on Search Traffic and Manual Actions, you can find out if you were penalized. For example, if Google detects unnatural links on your site, you will get a message explaining the issue.

There are 2 ways to check the penalized or banned websites.
    1. Through Google Webmaster tool, check the status of your website.
    2. Manually check by typing the name or URL of your website on the search box. If it's not there, it means your website's got penalized or banned.

When we search the name of a website without www. or extension like .com or any other then if the website appears in search then it's not penalized nor banned and if we don’t find it then it may be penalized or banned.

I think it is really important to know if your site has been penalized by Google. Here are few indications you might look for:
    • A sudden or steady drop in rank.
    • Check webmaster tools for a manual penalty.
    • Stay current regarding the Google updates.

If suddenly your site drop ranking on SERP and recently any update happen by Google then this could be a reason that your site is penalized.
If you got a message in your webmaster then you can also get that your site is penalized.
