Google Panda is a change to Google's search results ranking algorithm that was first released in February 2011. The change aimed to lower the rank of "low-quality sites" or "thin sites", in particular "content farms", and return higher-quality sites near the top of the search results.

Panda was a series of algorithm changes targeted at identifying and penalizing low quality content and rewarding high quality content. "Low quality" content is basically content that lacks depth whereas high quality content is both in-depth and authoritative.

Penguin was a series of algorithm changes targeted at identifying and penalizing black hat SEO techniques. Certain forms of link-buying, and linking schemes (both attempts at manipulating pagerank) were especially targeted.

Google panda is basically a algorithm for On-Page, it focuses on Content, means the content is quality content, unique and fresh or not.
And Google Penguin focuses on low quality links if you have created low quality links on low quality websites then your site can be penalized by penguin.

Google launched the Penguin Update in April 2012 to better catch sites deemed to be spamming its search results, in particular those doing so by buying links or obtaining them through link networks designed primarily to boost Google rankings.

Both are Google's Updates for SEO purpose.

Google Panda: It detects the low quality and thin content of the websites and decreases the website rank on SERP.
Google Penguin: It detects low quality backlinks, spam links and then decreases the website rank on SERP.
