"no index" means to suggest to search engines (most notably Google) to not include that particular page in its list of search results.
"no follow" means to suggest to search engines (most notably Google) not to pass link equity through any links on a given webpage.

It means that page is a dead end for search spiders. “no index” means “don’t place this page in the Google (or Bing) index, and/or remove it if it is already indexed”. “no follow” means “don’t crawl through and visit any of the links on the page”.

Generally there are good reasons to “noindex” a page, but most of the time you want the spiders to crawl through (and the SEO page rank to pass through as well), so “no follow” should be used sparingly.

It means that search engine is not allowed to index the website or link. No index and no-follow links are not good for SEO.

NOINDEX
The noindex directive is an often used value in a meta tag that can be added to the HTML source code of a webpage to suggest to search engines (most notably Google) to not include that particular page in its list of search results.

By default, a webpage is set to “index.” You should add a <meta name="robots" content="noindex" /> directive to a webpage in the <head> section of the HTML if you do not want search engines to crawl a given page and include it in the SERPs (Search Engine Results Pages).

What are examples of pages that should be set to “noindex”?
Thank you pages – If you’re including lead capture forms on your website, such as “Contact Us” or “Schedule an Appointment” you likely direct users from your web forms to unique thank you pages once a user submits a form. Having unique thank you pages for each form is best practice for tracking goals and lead submissions on your website but you don’t want visitors to arrive on your thank you pages because they are included in Google’s index! A visitor should only arrive on your thank you pages after they complete your web form. Setting your thank you pages to “noindex” will help keep those pages from being included in SERPs.
Members only pages – If you have a section of your website dedicated to your employees or organization members, but you do not want those web pages accessible to the general public, or search engines, the “noindex” directive will help keep those pages from being found in SERPs.
NOFOLLOW
The nofollow directive is an often used value in a meta tag that can be added to the HTML source code of a webpage to suggest to search engines (most notably Google) not to pass link equity through any links on a given webpage.

Links are an important part of search engine optimization, although experts argue all the time how big of a role links play in overall ranking. We know that links from external, authoritative websites will help strengthen the credibility and ranking of our own website. Internal links are helpful too! They help users and Googlebot navigate through your website and link important ideas together.

By default, links are set to “follow.” You would set a link to “nofollow” in this way: <a href="http://www.example.com/" rel="nofollow">Anchor Text</a> if you want to suggest to Google that the hyperlink should not pass any link equity/SEO value to the link target.

"no index" intends to recommend to web crawlers (most quite Google) to exclude that specific page in its rundown of list items.

"no follow" intends to propose to web indexes (most outstandingly Google) not to go interface value through any connections on a given page.

No index, no follow implies that the search engine robots do not crawl the particular link or webpage. This ensures that the webpage or the link is never indexed in Google.

No Index No Follow links means that search engine is not allowed to index the link/webpage/website which is not good for SEO of a website.

NO index, No follow means you are restricting the crawling access for crawler and don't want to index your page in google data base.

No Index - A No index tag tells search engines that the relevant page should not be indexed in their search results.

No Follow - A no follow link does not automatically ensure that the target site will not be crawled.
