Hello,
For a sometime now I have been thinking to implement a plugin on my sites so I can collect more emails, Pop-ups to get them. I have just one concern, is it leagl in SEO terms???

Yes. Pop ups are not recommended for SEO as it badly hurts SEO.

This can be problematic on mobile devices where screens are often smaller. To improve the mobile search experience, after January 10, 2017, pages where content is not easily accessible to a user on the transition from the mobile search results may not rank as highly."
Google encourages a better browsing experience for users especially for mobile devices; Therefore, pages that use pop-up windows that include a portion of the content will be underrated.
