When a new Penguin Update is released, sites that have taken action to remove bad links (such as through the Google disavow links tool or to remove spam may regain rankings. New sites not previously caught might get trapped by Penguin. “False positives,” sites that were caught by mistake, may escape.

Google has released an update to Penguin Algorithm, called Google Penguin 4.0.
There is two main component of this release:
1. Google Penguin 4.0 is now real time.
2. Google Penguin 4.0 is now more granular.
Google's site ranking algorithm (Penguin) is now real-time, and it now treats pages on sites individually rather than treating (and presumably penalizing) the whole site.
