The page should only have one H1 element, unless there are ARTICLE or SECTION elements, in which case each of those can have a single H1 of its own.

There should not be multiple h1 tags with the single keyword because Google will fail to recognise the heading tags. When a <h1> level heading is to be used to label a content section, it should be the first heading that appears in the section, because the first heading is always interpreted as the section's label

Page must has only one h1. You wont get penalized for having multiple H1 tags if the UI is subtle and the User Experience is great.

If there are multiple h1 tags on a page with a single keyword, this can confuse Google and it may have a negative impact on the keyword rankings.

It is totally depends on webpage content and type of content, Basically you can use one tag.

There should be only one h1 tag in a single web page and you can have multiple h2 or h3 tags because h1 is the title tag, there will a single title for any web page.
