If this happened because of spammy websites linking to your page, you could use a disawov tool in Search Console. It means that you are not responsible for these links and you don’t want Google to consider them.

In case of black hat tactics on the website, you should make it right and have some arguments why it happened and how did you change it. Afterwards, you can send reconsideration request directly in Search Console as well.

If your website is penalized by Black hat SEO than you must de-index your website immediately and also upload disavow file to your webmaster tools.

Then check Google Search Console for being sure that for what reason your site was banned. Then try to resolve these problem and again resubmit in Google Search console by doing fetch and render.

If you have implemented Black Hat SEO techniques then improve your website by removing spam or poor quality backlinks using Google Disavow tool, improve quality of content, implement SEO techniques which follows the rules of search engines.
