how does Ad rank impact Cost-Per-Click?

Ad Ranks keep fluctuating, based on the bids and the higher your ad is visible, the more are the chances of your Ad being clicked as users are habituated to click on the top results most of the times.

The impact of Ad rank directly falls on CPC as the bid keeps fluctuating, you have to reset it again to get on the top.
