Google penguin is an algorithm launched by search engine Google to maintain the quality website ranking and drop to the low back links and low quality ranking. So this penguin update is good for the Google users and bad for the spammers....

Pigeon update came out way back in 2013. It relates to local results listing. Via this update Google gave preference to local businesses (located closest to the geographical location of the user) when searches were done. Pigeon changed the search results drastically, and was considered as one of the major updates rolled out by Google.
