If you create 2 websites with the same content that would get penalized them self by Google as it would show the content copied and both sites would not get ranked anywhere on Google.

Better don't do that. Just curious, how is that even going to help you run a website ? I have seen cases where people put translated content on the same website. Hoping that is ok, you will have a hard time convincing Google about duplicate content. It could be taken as black hat SEO and get you penalised.

Two websites with same content will be considered a Black Hat SEO technique. It is not good for SEO purpose as it will penalize your sites.

Don,t know about the penalty of Google, but it would not get ranked anywhere on Google.

No, Google will penalized both websites if you're using same content, My suggestion is to create one website in place of two.

Yes it is possible, you can use the canonical tag to reference the actual URL of that content you copied the content.
