How does Google see backlinks from guest posts?

This varies a lot honestly.

Depending on if it's a do-follow or no-follow then some trust and authority will be passed to the destination but it also factors into how and where that post is indexed. As long as it's relevant and not a spammy blog network it usually won't hurt anything.

It depends a lot on from where these links generate. Is the website big, old and is an authority in the niche ? Then, it definitely going to help you.

It depends on the backlink, anchor text, website from where you are getting the backlinks and the niche of the website.

Guest posts are only effective SEO technique if it provides do-follow links which are good for SEO and Google.
