For example you can optimize new site. First of all you can complete on-page optimization. After completion of on-page then proceed to off-page techniques. According to me, both are equally important, If you work on only ON Page , then you will make you website a quality one but may not increase the traffic that much and if you work on only Off page and not on on page, then you may get more backlinks but as your content is not optimised and of quality, this will lead to high bounce rate.

So both Off page and On page SEO is important simultaneously.
