Boune rate is a calculation of the percentage of visitors to given websit that leave the site after viewing just single page. The lower the percentage of bounce rate is more effective.

Bounce rate in the range of 26 to 40 percent is excellent.
41 to 55 percent is roughly average.
56 to 70 percent is higher than average, but may not be cause for alarm depending on the website.
Anything over 70 percent is disappointing for everything outside of blogs, news, events, etc.

It is the percentage of all people who enters and exits on the same page, without any clicks to other pages on your site.

High bounce rate means that your website is not interesting or of less value. This is one of the metric which you want to reduce whereas you would want to increase other metrics like conversion rate.

It is not lower is better. it depends on the type of site.

In Web analytics, including Google Analytics, bounce rate is the measurement in percentage of how many Web site visitors view only one page within your Web site – this is the one page they entered the site on (called the entrance page or landing page). These visitors view only that single page and exit the site on that same page. A high bounce rate typically indicates that the landing page isn't relevant to your visitor or you are not offering any incentive for the visitor to explore other areas and pages of your website.
