Link broken means website urls unable to open.

A broken link is an inactive link which will result in an error page being displayed when clicked up on. It usually occurs when the link being pointed towards a web page is either moved to a new address or has been deleted.

Broken links means many HTTP errors like 404 Page Not Found which means the page requested is no longer valid and you will never be able to get to that link until the publisher corrects the error. But, there are also 302 0r 301 HTTP errors (aka redirects) which technically are not broken because you can still view the page BUT search engines may penalize your for having too many redirects so you also need to find and fix these types of errors on your website as well.

Broken Link: A broken link refers to any clickable text that should take you to a document, image or web-page, that actually in “Page Not Found”, a time out or any other type of error.

The destination website permanently moved or no longer exists
The user has software or is behind a firewall that blocks access to the destination website.
The website owner linked to a site that is behind a firewall that does not allow outside access (such as an Intranet site or a restricted access area on a website).

To distinguish Broken Link vs Dead Link
Broken Link: A broken link refers to any clickable text that should take you to a document, image or web-page, that actually in “Page Not Found”, a time out or any other type of error.

Dead Link: A hyperlink on a website that points to a Web page that has been deleted or moved. Also called an "orphan link," it may also be a temporary condition if the Web server is down.

Broken link allows you to access a webpage which is black or not working anymore. I think theres no use at all.

Outbound connecting is basically connecting from your website page to another site page while Inbound connections mean connections from a webpage to your webpage. Outbound connections can enhance your site by giving valuable data to clients without you creating the substance.
