Quality Score depends on your click through rate (CTR) along with subjective metrics, especially the user experience of your landing page and how relevant your page is to the keywords you’ve chosen.

The ad rank is how high on the page the advertisement will be displayed. Quality Score on the other hand is determined by the relevance and usefulness to the searcher and is only a portion of the advertisement positioning process. As of 2013, Google's Quality score has become more and more valuable as the average quality score has changed from a 7 to 5.

Hey,
Yes, high Quaily affect in CPC, if you have a high quaily ad you might get low CPC for your keyword, not only this high-quality Ad is placed higher in ranking then other ads, so if you have a high-quality Ad, you'll get low CPC cost and higher ranking.

Ads which have higher search engine position, also get hugh amount traffic as well as CPC is also high.
