Fetch as Googlebot: The Fetch as Google tool enables you to test how Google crawls an URL on your site. ... Fetch and render: Fetches a specified URL in your site, displays the HTTP response and also renders the page according to a specified platform (desktop or smartphone).

Fetch: When you give a command to Fetch an url at Search Console, it means Googlebot will not crawl images, CSS, Javascript.
Fetch and Render: When you use this option, Googlebot will also crawl CSS, Javascript. It will crawl each & everything from coding part to content.
Note: Googlebot can crawl the re-directed urls in ‘Fetch and Render’ only.

The Fetch as Google tool enables you to test how Google crawls or renders a URL on your site. You can use Fetch as Google to see whether Googlebot can access a page on your site, how it renders the page, and whether any page resources (such as images or scripts) are blocked to Googlebot.

(i) If you have a new URL, tell us about it here.Fetch any specific url of your property in search console.

It does not request or run any associated resources like images or script.

(ii) Fetch as Googlebot: The Fetch as Google tool enables you to test how Google crawls an URL on your site. If you make it any changes in your page, do fetch as google - immediate action to crawl your page.

Fetch as Google is a Google Search Console feature that lets you simulate how a published web page looks to Google. It also lets you manually submit pages to Google's search index, so you can quickly and efficiently let Google know about changes to your site.

After submitting your website to webmaster tools, they fetch it as its indexed.
